If would you like to change browser settings manually, it won't allow you to change it because "Conduit" have completely taken over all browsers settings. install another windows7 and see if it works there.. (that result of course doesn't provide a solution, yet it indicates that it's a problem with your current installation)try to change the http://en.wikipedia.org/wiki/Hosts_file Logged Core2Duo E8300/ 4GB Ram/ WinXP ProSP3/avast! If Steam works in there you can pretty much rule out your network connection.
