I'm guessing uninstalling the network controller and rebooting will bring up the new hardware found wizard upon reboot? When I opened Windows updates I uninstalled IE 11 and my system was returned to IE 9 which solved all issues .with browsing and downloading.
At this point I'd like to rip out and discard every bit of internet explorer 11, and possibly windows 7 too!
